Anyone knows from what level the fractal weapon and skins drop?

Me and my friends is now level 39, and non of us have yet to get a fractal weapon/skin after the new updates.

I know its RNG, but still..

According to this they should start dropping at lvl 10. But as you said, it’s all RNG.
