I just wanted to make sure this was intended and not a bug. Are Fractal Levels not shared between characters on same acct?

Nope, that would mean that you could play another profession… for those times when your group is like 3 necros and 2 mesmers… but that would be OP.

It’s better to have to start from level 1 with each single character you ever want to play… for immersion.

It’s not really about immersion. Once you have done it enough times to get to diff10 on your main, you don’t need more immersion.
Story-completion and Fractal advancement should both be account-wide.
