Is it true that Fractal difficulty is character bound? What is the reasoning behind this? Surely it should just be account bound?

It’s indeed character bound, my guess is that it’s so you can join lower leveled groups without the frustration. Let’s say you’re a level 7 and the only group you can find is with atleast 1 person at level 1, then you can just hop chars and still get the satisfaction of progressing.

On the other hand you’re not alone in the frustration that it’s character based, there’s some more threads up. So keep a look out on those crowded ones and maybe you’ll get a Arenanet response on it
