I did CoF path1 today on a character who had done it last night and got 20 tokens.
5 minutes later, I got on my alt character who hasnt run p1 yet today, got 60 tokens on him.

To tell you the actual rates would be to tell you how to hit exploit code, which would be against the rules.
Most of the diminished return information is based on anecdotal evidence. It’s been said that the 5 runs/2 hours is no longer the case. According to what JJBigs said, I assume same path diminished return is no longer the case account wide.

If I run a dungeon on one character can I log into a different character and do the same dungeon again, if so is there an account cool down before doing it with another character?
There’s nothing that stops you from continuously doing dungeons. The rewards however, will be reduced if you repeat paths, as you start getting hit by Diminishig Returns

Soo if I wait 2 hours I can do the same path but with an alt and there’s “NO” DR?
I didnt have to wait 2 hours today, but in the past I did.
The 5 runs/2 hours thing was an estimate/speculation of how many dungeons you could run before getting punished with diminished return. Because if you were running that many dungeon runs in that time limit, you may or may not have been speed clearing or using exploits. However, I believe they changed the formula, so that this is no longer the case.
DR shouldn’t be account wide anymore, if I recall. And according to what JJBigs said. I would test it myself, but I’m lagging hard right now.
So you should be able to do (no time limit between each):
CoF Path 1 on Character A = 60 tokens
CoF Path 1 on Character B = 60 tokens
However (I believe this is how it would work):
CoF Path 1 on Character A = 60 tokens
CoF Path 1 on Character A = DR

So today you didn’t wait 2 hours and you still received 60 tokens? Also in the past when you “Did wait” 2 hours, did you again receive 60 tokens?
Don’t get too hung up on this 2 hour thing. It shouldn’t be the case any longer. But you would never get another full 60 in non diminished return rewards.
The full 60 comes from the 20 for completion + 40 extra for the first daily completion. Any subsequent non DR’d runs would only net you 20. Daily completion is per character. So you can get 60 from character A, 60 from character B. But any repeat run after that would get you 20 on that character.

It should net the full 60 per, but I can’t state it for fact because I haven’t gotten a chance to test it myself. Only going off what others have experienced.

It does appear you can do 5 characters, same path, getting 60 tokens per. DR might kick in somewhere down the road, but at least the first two characters, can do it back to back with full token.
I dont think it was a fluke, but again, I have only tried this one time, with two alts only, in 1 dungeon so I wouldn’t take the evidence as concrete findings yet. You would need additional confirmation.

Anyway, to add futher confirmation to the above posters, there is no downtime between characters. You can do the same path on all your characters one after another and not hit DR.
I’ve tested this on up to 5 characters consecutively in AC, 3 characters in CoF, and 2 in Arah and have received full rewards on each run.
