It seems everyone if doing higher level fractals. How is a new level 80 player expected to find others willing to do a level 1 fractal?

should be able to find one fairly fast. once in the group, click on the leaders name and choose ‘join in overflow’ as you all need to launch from the same one

I see parties being made for level 1/2 more than any other level, except for 10.
