Activate the challenge mote, and complete the level 27 Snowblind Fractal with an 80% reduction to healing.

Has this part been bugged? I just completed it and never got the item for the collection.

I actually just did this last night for a guildie. You have to activate the challenge mote and then everyone has to vote to ‘do the challenge’. Once that happens you’ll get an achievement buff on your bar and when you kill the boss you’ll get the item. If you don’t have the achievement buff, you won’t be awarded the reward.
