I also doubt having more targets makes him actually fire more AoE bolts, It just concentrates them on those targets more, instead of spreading them around the arena.

Having more targets does make him fire more AoE bolts for the phase 2 AoE, up until a point (I am not sure precisely what the target cap is). This is why when there is more than 3 targets, some of the circles are not drawn.
Aye as far as I know he does a random wave, I’m not sure if random targets for each wave? but it’s 3 waves of attacks and it will target 1 projectile at each enemy each wave.
it’s very noticeable if you ever solo on a mesmer or guard, guard can pop the fire elemental for instance and you’ll get extra reflects, mesmer just phantasms.
