I’m currently working on my H.O.P.E step three collection and it needs me to complete the Mai Trin boss fractal, however I am only fractal rank 3 and don’t spend any time in them. I do remember doing that particular fractal back before they changed the order? Will I have to grind my personal level and gear up just for this?

Nah just get 20 AR , make a group for a lvl 25 Matrin fractal and ask for opener

Exactly in the first 25 you have access to all possible islands.
If you have at least ascended trinkets (and you shoul really do, since are bloody easy/cheap to get) you can buy the +5 agony infusions from the fractal vendor for 75 fract relics each and put them on your trinks. I’d aim to 25 so 2×75=375 fractal relics needed. Really easy ;-)

It’s not hard at all at that level, so if you have experienced friends, they can probably duo/trio it, so you wouldn’t really need AR at all.

You only need 17 AR to shrug off Agony at scale 25 now. Even with only 15 AR, you’d take only very minor damage from Agony, so you’d only need 225 Relics.
