I’m almost positive this has been answered before but there is no search on the forums…

Is it better to use skill 4 and drop it or to use a few attacks and then use a second skill 4?

You drop it after the first use, right? Aside from weird things like specific dungeons; I’m talking DPS.

definitely not worth it to wait for ice storm to come off cd again.

I think 3/2 may be worth using but I’m not sure. 3 does apply a good amount of chill at close range though.

Drop it right after 4. Maybe a 3 in some situations, or a 5 if you need a freeze.

If you are in melee 3 is worth casting.

I use 3 against the mobs in Cliffside, range or melee. The Chill really helps slowing down their heart seeker spamming. Use 5 if your group removes the defiance stack for immobilization, or just use it to remove the stack for another to pull, e.g. Tar boss, Arah p1.

I’d go with 4 at range, 2 while closing the gap, then 3 at melee. Then drop that kitten and go nuts.
