Pondering on Kicking
You can “report” for whatever you want. It’s a right-click and there ya go.
Being bad is not against the user agreement.
Being intolerant isn’t, either.
Kicking someone cause he doesn’t go along with the rest of the group is totally legit.

Just sounds like a troll. Write down their name and don’t invite again. Try to keep a list of people who are reliable, skilled and work well in a team then you can whisper them if you need a party for something or even better is to join a decent sized guild who are into dungeons

Just block them, you will not meet trash anymore
If you can’t complete the dungeon because of someone who is completely useless, then it’s very legit to kick them and get someone else.
Also, what I do is I just add to friend people I’ve done explorer dungeons with and who knew what they were doing, adding a note for them with the “set nickname” option on friend list that they’re good players and up for explorer dungeons (I ask them first if they’re fine with me whispering them next time I’m going explorer and they’re online).
As a result, I usually get very good groups for explorer dungeons, as most of the people I do them with are people I already played explorer dungeons with, + 1-2 randoms (some of which get added to that list of good players).
