You can these by doing level 10 fractal each day right? is it the only way to get one? I mean I can only get 1 pristine fractal relic per character a day?

You get one per daily (20s, 30s, 40s etc) per character per day. So if you are level 46, you can get one at level 10, level 22, level 36, and level 42 etc. If you are 40 on multiple characters, you can do the same on the other character.
