Projectiles passing through reflects?
I think you are getting hit by the adds blunderbuss skill http://wiki.guildwars2.com/wiki/Blunderbuss
They do that skill at the beginning of the fight and it can’t be reflected.
I’ve had this happen to me a few times, however I doubt it’s anything to do with any reflect limit, it only happens to me when I’m stood inside the hitbox of the mob itself, so I think it’s because the projectile hits you before it hits the feedback due to you overlapping with the projectile as it’s shot?

Casmurro is correct, the Blunderbuss skill cannot be reflected. This is the main attack of the boss.

Seamus doesn’t open with his Shrapnel Blast though, he opens with dual pistols just like the Scattershots do, and OP stated it happens when Seamus is at 100% hp, which I assume means at the very start of the fight.
Seamus starts with dual pistols and swaps to shotgun at about 85-90% hp and the adds surrounding him only use projectiles attacks. The charge up attacks from the adds is similar to ranger SB #2 and fires multiple projectiles in a conical area and is reflectable.
As to OPs problem I’m pretty certain you were a bit too close to mobs as Jack pointed out and got hit by the projectiles before they get reflected back.
Dagger Storm can rid of the adds pretty fast.

I think this must be it… I do have everyone stacked up in one place (including myself) from LOSing them. Didn’t even know this overlapping issue was a thing!
See it a lot with alphard in the pug spot. Basically if you’re trying to reflect things, don’t stand in the hitbox, take a step back once you’ve gotten them to LoS and clump together.
Its something everyone quickly learned about when alphard was one shotting with the pull.

:D that’s exactly where/why I learned about it, I actually kinda miss the old alphard… then I remember I generally hate alphard anyways so…yeah.
Projectiles actually have to travel a short distance inside a projectile block/reflect skill for the block/reflect effect. If they encounter your hitbox immediately after creation, you’re still going to get hit.
