Can’t confirm that, but I CAN confirm that the achievement is fixed. I got it over the weekend. It’s awarded after the boss reward chest spawns (give it 1 second).
Some details on the fight itself:
1. We killed the Berserker first.
2. I avoided all ground shockwaves by jumping over them. One shockwave went overhead and I stayed on the ground (did not dodge roll through it).
3. I got hit by the Berserker’s melee attack once, and once by the Firestorm’s fire field in phase 2. Neither affected my ability to get the achievement.
So the only thing I can’t confirm is whether you can get the achievement by just remaining totally out of range of the shockwaves (e.g. a Ranger with a 1500 range Longbow).
But basically, if you still need this achievement, you’re OK to go in and try for it again!
We burn down the boss in a timewarp and I can’t seem to be able to dodge the ONE shockwave the berserker manages to cast before exploding.

I don’t know if this is repeatable or if it’s been found before, but wiping after the Molten Berserker and before killing the Molten Firestorm seemed to give my entire party the achievement.
Yeah this happened to a party of mine’s as well. Killed the Beserker, wiped on the Firestorm (I dunno how :P), rezzed, killed the Firestorm, achievement for all.
This happened to my party last night as well. We killed the Berserker, then wiped on the Firestorm (latency issues, d/c’s), then when we went back in to kill the Firestorm we got the achievement. I never would have thought I’d be grateful for last minute latency issues during the end of the fourth Fractal, but hey this just happened to work out.
Heh. Well, that sounds like a bug, but it’s good to know that’s an option for players who simply don’t have the skill (or the latency) to jump over the shockwaves.

Its a bug to counter a bug. The Shockwave Skipper achievement hardly ever worked even if you had perfect performance, or tried to cheese it (suicide before the first shockwave) before. That’s just part of the “difficulty” of this game, trying to bug past the obstructive bugs.
Does this still work? I was never able to get it the legit way simply because it did not trigger for me despise dodging perfectly.

AFAIK “evading” counts as if you touched it. You need to jump over them (don’t jump dodge either).
It happened to my team too, so I guess it is a confirmation.

That might be it, too bad jumping is suffering from latency issues while dodging is safer
