I would like to know why I can not use the skale venome in raids and if it can be done were I can use it in raids in the future. I would like an answor or this to be looked into ples.

Why exactly would you want to? I mean it inflicts a tiny amount of weakness (useless vs raid bosses) and vuln (which should be capped by your group already). Also it takes up your utility consumable slot, which is basically like shooting yourself in the little finger.

a tempest can easily cap vulnerability and weakness does nothing on breakbar…

cuz it’s a trap wrench food, it’s bought from an open world vendor, and it has a sucky duration. so the devs turned it off along with some of the other more blatantly obvious trap foods like slaying potions so they don’t have to balance around assuming theyre there.
