Unlocking explorable mode "per character" or "account-wide"?
you can do explorable without having done story mode, as long as the first person to enter the dungeon has done story mode.
For example lets say you have players 1,2,3,4 and 5.
Players 2 and 4 have finished story, but players 1,3 and 5 have not.
If players 1,3 and 5 try to enter first, they will only be given the story mode prompt. However if players 2 and 4 enter first, they can select explorable mode. This will then give the explorable mode prompt to player 1,3 and 5.
You can also enter a dungeon regardless of your level.
And yes, dungeon achievements are account wide. But they dont really do anything.

no. technically you can just walk into the dungeon, regardless of level. i’ve done 3 of the “endgame dungeons” with an underleveled friend. and if someone else creates the instance, you can even walk into explorable mode without doing story mode.
but to the original question, i think explorable dungeons are unlocked per-character, and i think it should stay that way. it’s hard enough to get a story dungeon group with alts having to do them, if alts can skip story mode, it’ll be nearly impossible to get explorable dungeons.
Weird… I knew about not having to complete story before doing Explore, but we’ve tried taking a lower level friend of ours into the lvl 40 instance, but it wouldn’t let him in. He was 30-something at the time.

Short answer:
Completing story mode allows you to HOST the instance for explorable.
A HOST can allow appropriate leveled characters to enter explorable regardless if they have completed story or not.
