The meta necro jagged horror build is really good, however its not ideal for VG and Gors as it can pull aggro away from the tank with too many minions + Flesh of the Master.

Is anyone aware of a necro build that would be good for the green circle team that does not boost toughness and pull aggro from the tank.

yeah take blood 233 (primarily for move speed) instead of death 111, or switch to death 311 (primarily if you dont care about move speed). switch lich for flesh golem at vg if you cant handle minion deaths, and switch blood fiend for signet heal at gors so your fiend doesnt aggro ghosts. take suffer at vg over epidemic because it chills seekers for dayz, unless youre doing epi bouncing with someone.

Basically what insanemaniac said. Transfusion is another benefit for VG, in case someone dies in the AOE.
