The Whisper’s Keep Outside the raid instance who tells you that the Pact Squad leader was taken inside, shouldn’t his dialogue change after or if you’ve actually defeated Matthias and liberated him? Shouldn’t he like acknowledge that fact? Just thought it might add some flavor.
Sort of like how the Captain’s Council still acknowledges you if you defeated Scarlet during the Assault on Lion’s Arch.

It sure would be nice, if the NPC would react to your progress in the raid.
However, in case of defeating Scarlet, that was something ever player had done (at least that’s how history tells it) so this would have been a general change in the Council NPCs.
Connecting a dialouge with raidprogress should be possible, but more difficult to implement. Probably too much effort for just one conversation.
