does the damage and hp of the mobs and bosses increases as the level of fractals increases? or only the agony damage increases?

Damage and HP increase on trash mobs and bosses. It gets pretty silly on 40+. Number of trash mobs can quite literally one-shot everyone but heavy tank specs.
