When FotM first came out, you could only play a reward level that you personally unlocked, and when a party tried to start fractals, the highest reward level you could choose was the lowest common reward level amongst all party members.
This, coupled with the fact that the in-game LFG didn’t exist yet, caused finding parties to be a nightmare, especially for odd-leveled fractals (no boss chest and you couldn’t skip them). Once you reached level 10, there was absolutely no reason to ever play a fractal level below 10, unless you were helping a guild member/friend.
While I realize that being able to join any fractal level has the issue of low-levels attempting to join fractal levels that they don’t belong, but that’s a much smaller issue. When you get into high level fractals, your skill level, gear, and AR all become apparent rather quickly, and you will most likely be told that you don’t belong there/booted rather quickly.
The issue I believe is not with the fractal reward level, but with how the game is not beginner-friendly. They start advertising dungeons to a newly level-30 player, and then hit you with dungeon difficulty full force. They don’t explain that, while you’re allowed in dungeons starting at level 30, you’re meant to be level 80 with full exotic gear. FotM is the same way. The only way you can really learn about the mechanics is by reading the Wiki. But until you’re told about it, a beginner doesn’t even know that the wiki exists.
Easiest solution would be to have a little icon that always shows the persons AR level.

People will start saying “what if I’m really skilled but have 0 AR.” And people’ll start saying how they are the best player in the world, never dies regardless they have 0 AR. And how it is always “the other” people dieing first.

This is an extremely bad example.
The only level 30 dungeon is AC story mode, which was revamped early last year and is now actually a GOOD example of a dungeon for level 30 players. Unfortunately Anet disbanded the dungeon team before they could revamp the rest of the story mode dungeons.
