That’s a lot of balancing to do; that’s the reason they don’t want to add an entirely new class to the game. Too many balancing issues. But yes, fixing what we currently have is definitely the way to go. I don’t need new utilities, personally.
Three new skills a month would be rushing things out the gate.

It ends badly.
With bugs and balance issues.
The skills already in don’t all work properly – there’s even one skillset that has 26 or 27 bugs spread across 6 skills. That’s four-and-a-third bugs for every single skill in that set.
The earliest reported and acknowledged bug in that 26/27 set was acknowledged about four months ago – and it’s still there.
Fix what there is. Then add to it.

I have never seen a game that was without bugs. why wait and hold off new content and features waiting for 100% bug fix, which has never happened in a big game before?

There should be an Elite of ‘spawn Protoss Colossus’ for Mesmer. With hallucinations, a skill called Blink, and the GS auto-attack, its clear which game it’s profession designer likes :p

When there doesn’t seem to be much effort put into fixing the glitches that are already plaguing that part of the game and those skills were there from launch.
We’re not asking for all bugged skills to suddenly be fixed. But it would be nice if a vast majority of them got fixed. Or at least patches that attempt to fix it. But as it stands it’s like ANet is pretending the glitched skills don’t exist. And trying to balance the game with those broke skills in mind.
It isnt about the bugs, it is about class balance. Apparently we cant reach an acceptable state of balance with what we have, you cant expect them to introduce new ones without increasing the already bad problems we have.

the thing you are missing is that none of those bugs make the game unplayable.
I play the game just fine, and havnt run into many unplayable bugs. the unplayable bugs that are there have been fixed in most cases.
I rather than spend less resources on meaningless small bugs, and more on new skills and features to make the game more fun.
Because as time goes on, I am getting bored. and waiting 6 weeks to fix a bug that has no effect on my gameplay, wont make it more interesting.

Balance is subjective, which is why no game has ever been 100% balanced without removing class uniqueness.
I wouldnt want that, because I like playing unique and different classes. Honestly, thats an issue I have with GW2 so far is how non-unique so many classes are.
Waiting months to fix balance which never gets fixed, wont make the game more fun for people who are losing interest. New play styles will.

Ignoring the fact that the ones who fix bugs aren’t the ones who produce content, them issues that don’t affect gameplay may very well be affecting the gameplay of others.
Also, 24 skills, all requiring they’re own animations, art, as well as balancing and testing to ensure they work as intended, each month?
Can’t see it happening.
