I bought a bunch if keys, and opened a few BLC chests. I was pretty happy to get one of the new Golden Zephyr sets.
I was pretty unhappy to get it again, and it turned into 2 BLC keys in my inventory. What the F.
I understand that it’s a rare drop, and I can’t trade/sell it, but I have to say this is a bit of a slap in the face. It’s worth more that two measly BLC keys……….. come on Anet. NOT COOL.
But that’s double the keys you normally get for duplicate items. This isn’t new, this is the standard compensation and waaaay better than just having a useless duplicate.

Still….. a duplicate rare item should re roll on the rare item table. Not just go “Meh, you’ve already been lucky before”, and getting a key back.
It’s like playing roulette and getting your number again after winning, and the dealer saying….uh sorry, you’re already won. I’m just going to give you your bet back.
Realistically, you used one key to get the item. Getting two back is more than fair.
And yes, you can argue that you used X amount of keys, but you still only used ONE to get that duplicate.
Well, no. We are talking about a single key. The forum is crazy slow, so you might have missed my reply.
The BLC keys are sold on the premise that you can get lucky off of the RNG. They are selling you the chance of getting something worth more than the key. Getting lucky shouldn’t give back the single key. This needs to change.
Getting a rare duplicate item replaced with the key is not ok. At least, if a duplicate item is detected, an item should be replacing that duplication of equal worth. A BLC claim ticket would be a good solution, for instance.
This whole encounter with the chests is reminding me why Anet’s gambling items are not the way to support their income. They aren’t being operated fairly.
If you only received one key, which is doubtful, you can contact the CS Team for the additional key.
If you find the mechanics associated with opening Black Lion Chests offensive, then it might be suggested you cease opening them until mechanics are more in line with your desires. They have changed to be much more user-friendly.

Where is the return rate of keys on duplicate items stated? Or stated at all? Even more so, why is it doubtful? I’ve searched around, and it seems one key is what people are getting.

Your example doesn’t apply though. It’s not cogent against the statements I’ve made.
The bank access is an ordinary filler drop, that isn’t taking the place of a higher level item.
A true example would be if you got another permanent contract, but because you already owned it, a key is given back instead. Would you be happy with knowing you hit on a rare loot table and simply got your entrance fee back?

I also have this permanent contract and I know it is private access only. You can still use the single use item to benefit those in your party or those around it. You aren’t being denied anything.

I think that a reroll on the rare table would be reasonable in situations like this.
It’s only the only fair solution aside from making every item trade-able.
You are mistaking it with the trader or merchant. The bank access is a wasted object if you have the permanent one. I has absolutely no use at all and you can’t share it with friends (I WISH I COULD).
Same thing with permanent stylist also.
So yes, I am upset when I get them and can’t do anything about it.
There is a general issue with what you get from BL chests. For some items there is simply no sink at all. At least you’re not left with a useless duplicate and get something back.
They could make it tradeable but then I doubt people would buy as many keys, which is their primary goal.

The free keys from playing aren’t to skirt gambling laws. The fact that you always get something is the way they skirt the laws. The free keys are like free samples. They get you to try it so that you’ll buy it.
omg lol. last week i got my very first 4th slot from a black lion chest.
i wanted the item so bad. if i had ten keys and i got the item 2 times i won’t think of ripped off becouse i got what i wanted and the chance for 4th slot is 10 / 15%

Do be aware: Only account-unlock duplicate items qualify for the 2 replacement BL Keys.
If you received duplicate account-unlock items, and did not receive the replacement Keys, you can contact the CS Team, providing you have the information about the items.
You got a rare drop. Then you got a duplicate and it was automatically refunded for another chance. That was nice of Arenanet to give you when they owed you absolutely nothing.
It boils down to you wouldn’t be able to sell that 2nd backpack/glider skin for big bucks. At no time did they bake in a “reroll for another of same rarity but decreased pool size”. Otherwise I wouldn’t have a stack Queen Jennas.
