Interesting idea, but we kind of already have that.
Any dungeon can be run with a group (or solo) under the optimal 5 man limits.
It may not be something that can be jumped into right away, but it is possible with patience and practice.
This being said, I know this is not what you are asking. Honestly, I really don’t feel it is necessary. There is already a ton of content that can be done without a full group (most of it solo), a 2 person insert event here just seems like a waste of allocated labour to design and implement.
And if you say 2 player, then there will be people who want 3 player, or 4, or 10, etc.
It’s a slippery slope which I don’t think the Dev’s are into at then moment.
There are mini dungeons in the world, which are basically one-man or two-man dungeons. I’d welcome more. Dungeons such as Vexa’s Lab are a ton of fun.

Refusing to acknowledge a request just because it is not a universal solution to each and every possible circumstance is nonsense.
Imagine a car company that only has one model, a big comfy and roomy van for traveling families. The board of directors discusses about introducing a new model to cater for an expanded target audience, like a smaller easy to park car for singles and couples and for people only using it to commute.
This sounds like a reasonable business decision and in fact is a realistic scenario, but if we apply your “logic” to this, they would need to say “Oh no, we cannot introduce this smaller car because then people will complain and ask for single seat cars, motorcycles, electric skateboards, buses and airplanes!”
I fully support the OPs reasonable desire for content that is NOT catered to a full 5-man party and it does not seem like wasted developer time to me at all. I personally know several people who like to play with just one single other person who would love additions of “twoman content”.

offcourse you can pug, but doing someting challenging just with your best friend without 3 random players is the most fun. (in my experience)

I would like to have 2-player dungeons and even 2-player fractals. :-)

In all honesty though, it doesn’t seem like Anet will be assigning resources to dungeons in general. So that is kind of a mood point that has nothing to do with the idea of 2-man dungeons.

Actually, after the nerfs introduced along with the trait system, Catacombs, TA and Manor are perfectly suited for teams of 2 to 3.

there’s no way they could implement a 2 person dungeon without having wild balance issues. In a few weeks, no one would want to run the dungeon unless it was 2 specific classes since they would be such a perfect pair that other classes wouldn’t be able to compete.
CM? Maybe. But I don’t see myself entering AC with one other person though. Some of the paths in there are still a DPS spam fest on a bunch of burrows.

The irony is that if you go into a dungeon like catacombs under strength it very thoughtfully scales you level 80 down to level 35 and your done. gj ANet
Problem I have is there are either fewer than 4 friends on line or more than 4 friends on line, either way dungeons are bad for people with friends.
Story mode dungeons can be done two-manned easily, Arah even need a minimum of two.
Scaling dungeons could be fun, so long as the minimum is two, even if it is via mechanical limitations rather than balance, like Arah story where two pressure plates are needed to be stood on – this could be done in a variety of ways like two consoles needing synced activation but are too far to do the teleport trick on.
I found many story mode dungeons a lot more entertaining when it was two or three rather than five.
But I see a problem…

Scaling for player numbers seems to be a case by case basis, rather than universal like stat downscaling. I think this is so because of how different some story instances scale with different numbers, and remain in said scaling even if someone left (I used this a lot to make story instances more challenging by having a friend join then leave or afk). Similarly, events scale differently with different number of players, it seems.
So each dungeon would need a different version for each number of players, or player range, within. Allowing the creation of lowest scaling and then letting others join in as currently possible would likely result in the dungeon remaining at the low scale. I presume this is why story steps cannot bring folks while in the middle of the instances.
Stop treating GW2 as a single story. Each Season and expansion should be their own story.

Scale-able dungeons would be awesome, 1-5 players… if they want to do more than 5, that’s fine too.
