+25 Power OR +4% Damage? (Runes mix & match)
I would think that the 4% damage is not a total of your power. Your power, and weapons, determine how much damage you do. So lets say (just throwing out numbers for an example) You have 2700 power, and use exotic 1 handed weapons (with no trait specializations, or power/damage adding sigils) and you do an average of 1000 damage per non crit attack (standard auto attack) The +4% would go here. So you would be doing an average of 1040 damage per non crit attack (Standard auto attack).
However, I am not sure what the formula for calculating how much damage you do just with power alone. But I would think that +25 power might be a little bit less than 4% of your total damage. (After power and weapons are calculated).
Of course this doesn’t take into consideration the amount of armor/toughness your target has, or any boons/conditions are in effect.

+% far greater than +25 power. Probably better off going with Pack runes anyway.
The +7% bonus damage on ranger runes works with an active mini-pet, you could try those.
4% more damage and 4% more power would have exactly the same effect. At 2700 power with food and buffs, 4% damage is the same as 108 power.
As DeWolfe said, it sounds like you’re looking for Pack runes.
Early on, there were two values displayed in your Hero Panel, Power and Attack. The attack value was the average damage you did, IIRC, whereas now we only have Power. The +4% would be off your actual inflicted damage, based on the equation for damage, not your power. This would be applied after calculations for anything that affects your Power, such as might, banners, food and consumables, were taken into account, as is obvious in the equation for Damage
Damage done = (Weapon strength) * Power * (skill-specific coefficient) / (target’s Armor)
So if you equipped the Ogre runes the equation becomes
Damage done = 1.04*[(Weapon strength) * Power * (skill-specific coefficient) / (target’s Armor)]
With a power of 2700 and assuming your weapon hits for 1000 against a target with 2600 armour with an autoattack (coefficient 1), the equation returns 1038.5 damage, an increase of 25 power returns 1048.1. This equates to a 0.9% increase in damage for 25 power.

Attack was Power+Weapon Strength which didn’t do much except mislead people.
Golemancer runes are also worth looking at if precision runes interest you, though I wouldn’t use 6 under any circumstances. Those runes give a great benefit to both precision and ferocity, but the 6th rune’s golem is annoying.
Personally, I wouldn’t worry about precision too much. Use sigil of intelligence and you’ll crit times 3 every 9 seconds, assuming you’re switching kits at least that often.
