No. The only way to upgrade a current account is through the gem store upgrade at a cost of 2,000 gems. The sale is for new accounts and can’t be used to upgrade an existing one.

I would like to buy a few account at this price as when the expansion comes there is no chance that new or multiple account players would pay full price for the base game.

I really need to buy multiple heroic edition accounts.

The idea behind the sale was to attract new players during the announcement of the expansion. The gem store account upgrade has been on sale a few times as I recall. Maybe it will be on sale again sometime in the future.
