Is the new maps revolved around being meta maps?

Heard mounts will be able to reach places that others can not, will it be locked content? like do this quest x times to get mount and reach the place you can jump, or charge etc to?

Mounts are tied to the mastery system. In a way, yes, you have to do x number of events to unlock it, as well as gain the necessary amount of mastery points.
