Where do they drop? I think most of us want to know,

20+ fotms from the daily Maw chest.
Several of my guildies got one yesterday, 2 of them got it from a lvl 20 daily.
Another got it from a lvl 38 daily chest at Maw.

There are most likely other ways of getting them also.

Anywhere you can get ascended mats you can get ascended weapon boxes.

A guildie of mine got a chest from Tequatl.
