If you want to transfer then the answer is yes, all you can do is pay the gems.
However, they did include a guesting service, so you can still play with your friends at all times. You just can’t participate in WvW together.

It was my understanding that if you delete all your toons you could pick another server.

Hi Inserach,

As Skugga has stated, using the guesting feature you can play with your friends at all times. You won’t be able to do W3 together, however, but that aside you will be able to explore, go dungeons, do the personal story together.
