Account Names are email addresses. If you mean Display Names, then no, it is not possible. Same with character names, if that is what you are asking.

Said person may come back at any time. And if the account was terminated, it is part of the consequences, so the person can not make a new account and use previous names.

No what right would they or you have?
I have played games that some may not be able to get on the game.
The people were in the Military and on deployment.
I don’t think I would be very happy if that was the case.

No. They don’t even release names from permanently banned accounts. By the way, you do mean character names, not Account names (emails), or display names (which from what i understand can be the same – that’s what the numbers after a name are for), right?
