As people said it’s so they have time to check that the card payment was ok. Gold sellers will very commonly use stolen, cloned or fake credit cards to buy accounts (major gold sellers are often real-world criminals too, if you’re ever curious there’s some articles about it that go through the whole process, it’s crazy what they get up to).
The validation period allows Anet to check that the transaction was legitimate before the account can do any damage. If they were allowed full access to the TP from day one a gold seller could get the account, conduct their business and be ready to abandon the account anyway by the time Anet caught up.

There is a 3 or 4 day delay for accessing the TP. It is probably to avoid issues involving stolen credit cards so simply getting money isn’t actually validating anything.
Validation?? the only validation you needed was my money.
A compliment or praise works better for me… but money is a good alternative.

also newer accounts (since f2p came in) have to set up 2 step authorization in order to use certain features, even if you paid.
Effective at 11:59 pm Pacific Time on August 28, 2015, all newly-created accounts will have SMS restrictions. These restrictions mean that you will not be able to use in-game mail to send items or gold, and you will be unable to access guild vaults. If you wish to eliminate these restrictions, simply add SMS or an authenticator to your account and the restrictions will be removed. Account created prior to August 28 will not experience these restrictions.

If you have the full game on your account you could buy the items on TP with your account and send them to her. Then after the 4 days he could send back what she owes.
