Achievement Trade System (ATS)
You don’t have to get achievements. Or for that matter, you don’t have to play the game. If you don’t like something, just don’t do it. It’s a game: it should be about fun.
Achievements are just a nice way to track… what you have achieved. They wouldn’t make sense anymore if they would track something you haven’t done.
I would change Svanir’s Bane (10ap) for Legendary Collector(10ap), since how you would measure that is harder than other to acquire ?
(and the other 8 elite specs maxed too)
wouldnt that completely destroy the sense of what an Achievement is?
What would you want to have that achievmeent for if you know you didnt deserve it and you actually didnt achieve anything then? what is the point then?
i think maybe an ingame LFG page for Players helping Players would be nice though
(could be further separated for help with achievements, general explaining of mechanics, …)

yes.
On a side note, WTT Maxed agent of entropy for HoT Act 1-4 achievements, thats my 500 points for you 225. BETTER THAN 2:1 :O

Yes, I think so.
It’s true that many achievements can be cheesed (teleports, work-arounds, skips, glides, etc) and it’s true that many feel like grind or luck. Still, to the extent that they mean anything at all…they mean you actually went to the trouble of figuring out how to get credit in some way, shape, or form.
Plus: can you imagine the bookkeeping to track what you’ve finished for real versus what you’ve traded? And wow, the mind boggles thinking about the nightmare that would be customer service: “why didn’t I receive credit for ____?”

You forgot the most heinous part: how easy it would be to get Yakslapper.
Sounds like a terrible suggestion. Just because 2 achievements give 10 AP does not mean they are equal of difficulty.

Sorry OP but -1 here.
The point of different achievements is to address depth of the game. The achievement system is simply a way to give a player a little more feeling that their time was spent in game doing a variety of activities. If you just allowed people to reassign points to other achievements people would find the most simple achievements and then repeat them until they maxed everything out. And then they would come to the forums and ask ANet about what’s next. Achievements do not block any part of the game so its up to people to say is doing that activity worth it. If its not then that’s their choice, but it doesn’t mean they are entitled to saying they did achieve it if they in fact did not.
In short achievements should require sort of effort else they have even less value then they do now.
