Actual, unofficial, minimum requirements?
It’s not really relevant as much in WvW because no matter how good your computer is you won’t be able to see all the enemies until there are suddenly 50 on top of you. Nor can you see anyone in cities unless you stand right on top of them for 5+ seconds.
So it’s more about how shiney and pretty you want the world to look because the lowest settings look pretty terrible and pixelated and the lighting is bad as well. It’ll run fine but look bad. I guess it’s more the question of whether you want a nice looking game or if you can put up with it looking ugly.
I do suppose that a bad computer wouldn’t really be able to render all the spell effects etc. in WvW but I noticed that despite having a good computer you still get frame drops and/or server lag. For example I had good FPS during jormag yet it was still like a slideshow because the server I think couldn’t keep up.
They should just boost the minimum spec requirement up so that they have to sacrifice less to try to keep the game so everyone can play (Like the forced culling mentioned in first paragraph).

Minimum requirements basically means…you can start the game. Lower than that it’ll like not be able to load. The recommended requirements are the ones that actually allow you to play the game. The better your system(and graphic card in particular), the smoother the game. And, ammm, no you can’t have negative fps. But you can have 0.2 fps(basically, 1 frame/5s).
The minimum requirements are pretty much minimum, I’ve had a computer close to the requirements and it ran fine on the absolute lowest settings. Anything lower than the minimum would almost make this game unplayable in certain areas.

OK so minimum for WvW. Well tbh the minimum is the same as the recommended, which is the same as the best possible.
Why ? ..becouse 30 fps is the minimum playable fps considered by most game reviewers,benchmarkers, and proper gamers in general, and also happens to be the best minimum fps you are likely to get even with the best cpu’s out atm. So…
Minimum/Recommended
Amd FX 8350 with OC
Intel 2nd/3rd gen i5 with OC
The AMD will drop below 30 fps but tis the best option you have with AMD.
The Intel’s will allow 30 fps as the minimum u see in WvW if you OC to around 4.5ghz +
As for the rest of the computer well. Minimum would be
GPU: Integrated Intel HD 4000. Low settings and you should be ok.
RAM: 4gb, Anythign less and you risk ‘out of memory’ crashes.
OS: Windows, any version so long as its 64bit due to memory allocation.

I have CPU: Intel Pentium B970
GPU: Geforce 610m
Ram: 4 GB
I play mostly on low set. Nativ rendring and 1366 × 768 resolutin.
It is playable. And with playable a i mean that in any situation i can do what i am supposed to do ( kill enemies, break gates…, heal…..And so on :-D ) Even in WvW where
FPS can get lower but still enough to allow me play.
