I had this issue with my secondary account. I got it resolved by clicking on “My Account” (top right corner, under your display name) and setting an account name (again).

He contacted support months ago and they never even bothered to respond.

Sometimes the email that people use has problems with ANet’s. It’s common enough they had a thread about it called, Not getting our email. Essentially ANet’s emails are blocked or sent to spam folders by certain carriers. If your friend was never contacted, it was likely that problem. Your friend can check the link and see if that’s it.
ANet may give it to you.
In answer to the original question: Yes that definitely sounds like a bug and something that should be reported.
