The tools offered in the PvE maps appear to be tied to the level of the char. So a very low level char sees no tools to buy, a slightly higher level char sees copper and your char, being level 35, sees steel and darksteel. If you want to buy tools not tied to your level you’ll need to go to a merchant in a city.
ANet may give it to you.
Some merchants (anywhere) sell only level-appropriate gathering tools. Some merchants sell area-appropriate gathering tools. Some merchants sell all gathering tools.
If you have interacted with a merchant that should be selling a different set (see Wiki), and is not, you can use the in-game Bug Report option.

Hey Anet, how comes that I can’t get any copper mining picks/sickles or axes in the beginner areas?
I stopped buying the cheaper tools. I found myself spending way too much time trying to make sure I had the appropriate one equipped, juggling inventory, and sometimes forgetting and getting ruined items. At game launch 4c/use for Oric tools was too much for most mats-dropped-by-nodes, but now it’s enough of a bargain that I’d prefer to pay that than manage multiple types.
I realize that doesn’t address your stated question. I hope, however, it encourages folks to consider the possibility that it might be more efficient (in terms of reduced time and reduced aggravation) to pay a bit extra for the more expensive tools.

When I first started out, I had copper tools for the copper areas, iron tools for the iron area, darksteel tools for the platinum areas and so on. It’s a lot of juggling tools around and tying up the inventory. After a while, it’s really not worth it, gold, time or inventory wise. It’s really not enough of a savings to buy the tools for each area to make it worthwhile.

Ok – that seems to be the explanation.
I usually go to wvw and buy from my profession trainer.
To Ill:
When I know I’ll be in low level areas for quite a while; I also know that I’ll gather more than 100 of each – so buying copper or whatever gathering tools works for me.
So it would be great if I were still able to buy copper tools in low level areas even though my level is higher – but if most people have serious problems with that I’ll just stop by wvw to buy my stuff, like I’m doing now.
