What kind of interesting weapon skills can you think of if all weapons were available with all professions. Like scepter w/Engineer – energy whip, energy spikes, sonic pulse to stun, and gravitational anomaly.

Should and will never happen out of Class Balance/Design Reasons.

Just be happy, if we get somewhen to the point, where all Classes will have multiple Elite Specializations, which will surely end, once we get to the point that all Classes have say for maximum – 5 Specs, because anything more than this with 9 Base Classes would be a hell to keep balance and overviewable.

Elite specs on the other hand should be also only there, to give the Base Classes new Weapons, which fit by lore and class design to the Base Class.
It makes for example absolutely NO SENSE to give a Thief a magical Scepter or a Greataxe or a Rifle, because it absolutely doesn’t fit into the concept and the design of a Thief, nor its Balance in regard of the Game Design in case of the Rifle, where for example Weapons like a silent Longbow, a Whip/Chain Sickle or a Torch would make for Thief Elite Specializations much more sense as becoming either a Rogue, an Infiltrator or a Saboteur that way.

If we get ever so far with GW2, that all Classes will have 5 different Elite Specializations to improve that way their access to more Weapon Types, then the game will have more than enough Build Diversity thats still possible to keep balanced, while an All Weapons for All Classes Scenario for balancing is just plain impossible.

Just think of all the Skill Design Work only, which the Elementalist just only makes by having to make the number of skills a Weapon adds for them by times 4 each time for every Element. Alone this is a good enough reason to give not all Classes all Weapons.

Greatsword

Stealth Skill: Malicious Strike Causes damage and corrupts 2 Boons of the Target to Conditions.
1) Black Lotus Strike > Blades of Steel > Golden Lotus Strike
Swing the Sword and Deal Poison, followed by an unblockable cross shaped Shadow Step Dual Hit Attack, finished with a Jump Attack that Steals a Boon
2) Critical Strike
A Leap Attack, that is always 100% critical if the Target is below 50% Health.
3) Falling Lotus Strike
Perform a Counterattack after parrign an Enemy attack and dodge afterwards back and regain 2 Endurance if that Evade was successful
4) Horns of the Ox
Dash forward with your greatsword in front of you to pierce it through your enemies, causing Torment and Vulnerability Stacks
5) Flashing Blades
Swing quickly your sword multiple times, sending out sonic blades that cause Bleedings, while the last one has a chance to cause also Blindness

Scepter

Stealth Skill: Shameful Fear Surprise Attack your foe from Stealth and cause Fear to the Target.
1) Mantis Touch > Mark of Instability > Mark of Death
Leeches Health for the touched Target, creating with the next touch a Mark of Instability, which triggers if the foes gets too near to one of his Allies, causing AoE Knockdowns followed by a Mark of Death, which triggers, if the touched ally gets too near to an ally, causing AoE Bleedings and Chill.
2) Shadow Walk
Turn yourself into an Shadow to become able to auto evade for the next 2 seconds all incoming projectile attacks.
3) Siphon Speed
Gain Quickness, Swiftness and deal damage, while the touched foe becomes crippled and slowed. Removes Chill and Immobilize from you when used successfully agaisnt a Target.

Offhand
4) Shroud of Distress
Gain Stealth, Regeneration and Protection for 3 seconds
5) Disrupting Stab
Stuns the foe with an Disrupting Stab at a Chakra Point of your Enemy’s Body.

Warhorn

Stealth Skill: “My Way of Perfection!”: You grant yourself and near nearby Allies for the next 2 seconds Auto Evade and some Stability Stacks.
4) “Expose Defenses!”
Causes AoE Weakness and grants you and your Allies Fury.
5) “Recall!”
Shadow Step to your Target Allies Position and cause on you and him Protection and Stability for 3 seconds.

Shield
Stealth Skill: Temple Strike Steals a Boon and moves a random Condition from you over to your Target.
4)Repeating Strike
Bash your foe repeatedly fast with your Shield, causign with each Strike some Vulnerability
5) Shadow Sanctuary
Create a Ring of Smoke around you, which blocks all incoming projectiles. Leaping through it causes Stealth and removes damaging Conditions from you like Torment, Confusion and Burning.

Rifle

Stealth Skill: Unseen Fury: Perform a shot that causes more damage so higher your Critical Chance is and so shorter you are before your Stealth Ends. So if used just 1 second before Stealth ends, it has the highest damage potential.
1) Bee Stinger
Shoot Piercing Bullets that hit all foes in LoS that have a low chance (5%) of dazing foes for 1/4s
2) Unsuspecting Strike
Hit your nearby foe with an surprising fast strike to cause Blindness with your Rifles Grip, to deal more damage, so higher your health was at the moment, working basically like the opposite of Heartseeker with lesser range but Blindness therefore
3) Mark of Insecurity
Shoot at your target, causing a Mark of Insecurity, that triggers at nearby foes to cause then AoE Weakness & Vulnerability
4) Mirrored Stance
You gain the same Stance Effects as like your Target, if an Enemy uses a Stance in your near within the next x seconds after you used Mirrored Stance and gain Protection and Vigor for some seconds if the skill copied succesfully an Enemy Stance Effect.

5) Sniper Shot
Hold down the button to perform a Sniper Shot with increased range per second holded down the button. Causes Confusion on foes with more than 50% Health and Slow on foes with less than 50% health that survive the Shot. Costs Initiative per Second. Roots you.

Dual Skills with Sc, Sh and W being Offhand

D/Sc: Feigned Neutrality
Evades an incoming attack within 2 seconds and performs an unblockable Counterattack with the Dagger

D/Sh: Desperate Strike
Deals higher damage, so lower your Health is

D/W: I’m the Heart of the Shadows!"
Emit a Wave of Stealth from you being the epicenter to stealth up to 5 nearby Allies and grant them a random Venom Effect also except Basilisk Venom.

S/Sc: Aura of Displacement
Perform a dark shadowy Dodge Attack, which displaces your Target Enemy to a position, where you were just 5 seconds ago

S/Sh: Critical Defenses
Gain Might, Aegis and Retaliation for some Time and perform an unblockable 100% critcal Counterattack everytime a nearby foe lets your Aegis trigger.

S/W: Deadly Haste
Gain Super Speed and Torment that becomes stronger, so more you move. Moves Torment to your next Hit Target.

P/Sc: Critical Eye
Mark a touched foe with your Critcal Eyes, triggering an AoE effect if the foe gets to near to an Ally, letting the next 3 hits against up to 5 targets become 100% critical

P/Sh: Dark Prison
Block an incoming attack and cause the target to suffer on Immobilize for 3 seconds

P/W: Locust’s Fury
Perform in a wide cone of a fan of shots that spreads out like a swarm of locusts ricocheting of hit targets once to other nearby targets.

I’m predicting if we are lucky Anet will push out another 2 expansions before they move on to a new project, meaning 2 more elite specs per class, meaning 2 more weapons per class…

Dual Skills with the Scepter being Mainhand

Sc/D: Jagged Strike
Strike a foe and cause Bleedings

Sc/S: Vampiric Assault (If Anet would give Thief finally OH Sword as baseline)
Perform a fast backhand 180° swing attack that comes unpredictedly and can’t be blocked, leeching some health of your enemy through it.

Sc/P: Wild Shot
Shoot quickly without aiming, granting yourself Weakness, but also Quickness.

Sc/W: “Be Silent!” (based on Shroud of Silence)
Creates temporary a zone around you in which no Enemy Shout Skills can be used in that time.

So, there you have it, what I would do basically with these Weapons, trying to bring back as much GW1 Assassin Skills back as possible that way.
