This armor does not seem implemented in PvE. In fact it was originally in Guild wars utopia so players who searched before you concluded it will be implemented in the future.

The man asked for a suggestion, I gave him a suggestion. He also seems to know it is not available in PVE. I gave him a valid suggestion.
