I have the Chop-It-All Logging Axe. And i feel kinda screwed because the new loging axe is account bound(even tho 200 gems more). Is there any way to refund my previous one and get the new one with few more gems? Or upgrade my current one to the new one?

Go to the black lion weapon vendor. You can exchange your soul bound logging tools for account bound versions there for free.

Make sure to put the axe into your inventory bag, dont leave it in your tool slot, otherwise the option at the npc is not available.
