The fancy winter outfit and the witch outfit are seasonal – for Christmas and Halloween respectively. They’ll be available during the corresponding holidays.
I’m not sure about the Arctic Explorer outfit, but since the Wiki page for it was created on 17th December, the same day the Wintersday event started last year I’d guess that’s a holiday one too.

Well, nobody can really tell you for sure the next time those outfits will be available to buy again… But, the best educated guess I could make would be based off of when they were last made available.
The Arctic Explorer and Fancy Winter Outfit will likely come back around during the next Wintersday event.
The Witch Outfit will probably be available during Halloween.
Now, Anet could surprise us with an early sale of these items, but we have no way of really knowing that.

Both the Fancy Winter and the witch’s outfit are seasonal (Wintersday, Halloween). The Arctic outfit was for sale in December and may be seasonal also.
