Now to be honest I have no idea what it means, the paper says t=2 so far I can read it.
So what is this paper and is there maybe something linked to it?

It’s a U. The symbol is angled the wrong way to be the one for Q.

Anyways, does IOU means anything or is it just random?

Means looters grabbed loot, either genuinely or ironically saying they will pay the bank back

Yep. That place was the place to go hang out/afk/costume brawl/put down box o’ fun/dance /mystic forge/bank/trading post/chat/whatever. Which is probably why it was blown up, to get people to go to other sites, like the racial cities.
