According to the Wiki, Eda stopped selling Apples in Bulk sometime before the 13th of May, 2014. So, I don’t think it had anything to do with this patch. Or, the editors were prescient. /shrug
Of course, a different page shows she did still sell apples, so I’m not sure which one was correct. Perhaps, that page wasn’t edited at the time. But someone noticed she stopped selling apples back in May.
Regardless, as of this time, there are no places to buy Apples in Bulk known (as far as the Wiki goes, anyway).

No, he’s just part of the level 30 personal story, named “Meeting my Mentor”. He doesn’t actually sell apples, and you have to be inside the personal story instance to see/interact with him. He’s just supposed to be an “undercover” Priory agent who’s cover is selling apples — that he doesn’t actually sell.
There is a vendor in Gendarran Fields named Apple Jack (he’s just North of the Cornucopian Fields Waypoint) that sells apples for 16c each though. It’s not Karma, but it’s the best we got.
