I am unable to add a rune (or other upgrades) to my aquatic helm. Are only special items able to be added?

Is your helm high enough level to accept the upgrade you are trying to put in it?

I’d like to know this myself. Oversight or intended? Also the first back-piece you get has upgrade slot but you can’t use it, or at least it WAS like this when I started playing.

Right. I figured it out also. Helm is too low a level for the upgrades I tried.
