I only ask because Ive seen people do it and its wonderful but was talking to guildies and they disagreed with it. Just wanted to clarify with ANET themselves.

So that is Anet official policy, you don’t have to hear personally from them for clarification, it is quite clear. The site you are talking about clearly says it is unofficial. That site is not only selling materials, but gold and accounts as well—-all illegal.
If they get caught they would be gone. In fact if you are aware of accounts that are doing so YOU should report them.
So buy them and see ya when you get caught.

Theres simply nothing wonderful about breaking the ToU; this is a clear violation of it.

Beyond being disallowed and a breach of the GW2 User Agreement, which is something everyone accepts before playing the game, there is another risk: Account theft. The majority of stolen accounts are stolen through real-money traders. No matter how many alleged satisfied customers they claim to have, no matter the anecdotal stories you’re told, no matter how many claims are made that your account will be secure, that fact is, we trace nearly all stolen accounts to RMT, and nearly all in-game gold-selling spam to accounts stolen by RMT.
So you should avoid using a third-party not just because it’s against the UA and could result in account closure. You should avoid it because it puts your account at a very real risk of account theft.
