Are Transmutes Slot-Bound or Item-Bound?
It only applies to the individual item. If you Transmute your helmet, then change the helmet, the new one won’t have the same skin.

Now, is it hard to acquire the Transmute charges? Do I have to pay real money to get them? I’ve gotten a few and haven’t even hit level 20, but will I get more that easy?

If you do PvP you will be swimming in transmute charges.
Completing a city map (like Hoelbrak and Rata Sum for example) gives a guaranteed transmutation charge.
PvP is the best bet imo, do the pvp dailies and soon you’ll have plenty of those.
(and the other 8 elite specs maxed too)
If you have a spare character slot you can also get them by doing full map discovery of any of the racial home cities on a new character. Rata Sum is fastest from what I know, I can complete it for a transmutation charge in at or under ten minutes.
Well, 30g converted to gems gets you about five transmutation charges currently. In Silverwastes that’s about three or four Vinewrath runs.
Keep in mind that its better to save up for 25 though. You get a savings of 20% by buying transmutation charges in their maximum bulk size. So you’d have to save up for about a week of casual gameplay, or a day of hardcore gameplay in order to afford a full batch using only gold. I’ve seen people farm 500g/week from SW easy.
If you’re a newbie still, do not bother yourself with these things. Part of the enjoyment of being a new player is not having to deal with end-game decisions.
