Are the elite specs with the base game?
Expansion pack…presumably.
Elite specs will be balanced (eventually, expect broken builds in the first few months) so they’re not inherently better than standard specs, they’re just there to change how the profession plays.
Pretty sure they require HoT, like the revenant will do.

But is it not more passives after level 80? Isnt it alternative progression once you cap so initially you become more powerful? More passives and etc.

No, Masteries is the alternate progression, Elite Specializations are more like sub-classes. You give up some of your old abilities to use new ones, but in the end you aren’t supposed to be more powerful than someone who didn’t.

Firstly, masteries =/= elite specialisations. Mastery tracks is a different post-80 account-wide progression that increases your range on interaction with the world.
But talking about elite specs, they may give an advantage in build diversity, yes.
However, it certainly isn’t going to be easy to fully unlock an elite spec. It’ll need far more hero points than the current specialisations require.
Like what has already been mentioned, the elite specs won’t be more powerful than current trait/specialisation lines. The elite specialisations allow classes to access a play-style that may have been previously very limited for them.
Elite spec’s will be more like a new class. The playstyle will look like the class it is based on but there are new skills and new weapon and a new mechanic that changes it somewhat. Some Elite Spec’s may be better and could be a result for an OP build but it is not that normal specializations shouldn’t be able to beat them.
Also, elite specialization will replace one Specialization slot meaning some builds will not work. Let’s take Elementalists for example, I think their OP build atm is pretty much based on a combination of 3 specializations so if you replace one of them with tempest then your OP ele build may not be as OP as before.

yes, but they (so far) only apply to pve content, as to what we know there is no masteries that affect pvp or wvwvw (heck most of them only affect content in HoT)
am i the only one who thinks it would totally ok to bring a little bit of powerrcreep within the expansion, especially after 3 years of unpaid content?
but they r doing their best to not make any elite a must-have. will they succeed? no one can tell you now.
scrapper with easy accesible super-speed seems unique. same as chronomancer with.. alacricity? or sth like that. will you need them in a raid? maybe. do you need them in a dungeon grp? certainly not. is it ok to create new roles you need for new content? i think so. and for pvp or wvw… i think its also ok to encourage your players to spend an additional 50 bucks after 3 years of playing. and again, if non-elite speccs will continue to be viable or not only time will tell. my guess is on some classes elite specc will be the best option on others not.
