Are there plans of race change any time soon?
Unlikely to ever be implemented, considering how race in integrated into the personal story.

Anyway. January and February (I think) is supposed to be a pretty big PvP patch, so something might be in there.
This has been confirmed by a dev, that it has never been an option to offer race change.
