Guild Wars 2

A couple years ago lots of players were banned for combining karma items in the forge to get higher level items right? However it seems that alot of people spend karma to combine the armors and then salvage them for mats and sell that. Is that still against the rules?

No, not exactly.

The people that you mention were banned for buying an Item that was priced wrong, i believe it was meant to cost 63k karma, but actually cost just 63 karma.
