Seems like Arenanet is going to offer refunds to some of the players who were banned in the snowflake exploit.

Are the rumours true or is he making it up?

I wouldnt doubt it because I am sure there will be charge backs for banning them. Nov 15 was the same they refused a lot of refunds so people went to the CC companies for help.
I would expect that there is more to the charge back and fees above and beyond the refund and it would simply be a better business decision to pay them off then incur the penalties and raised CC transaction fees because the company has a lower standing with Visa/MC or whatever company.
Which of course would effect revenue from the sale of gems/expansion in the long run as well. Eating away at the profit long term is far greater than a payout.

Charge backs are a great way to tell ANet to kitten off without getting an infraction in the forums… but I doubt you’ll ever be able to do business w/ Anet again EVER lol.
