Any ETA from Anet about this?
I know we can get from the forge but you still need a vial of mist essence to make which can only be gotten from fotm.

Trade you the availability of an Ascended Back outside of Fractals for the availability of Amulets and Accessories in Fractals (where they are required for progression).
