Asthetics Designed With Flaws Intentionally
I’m pretty certain that “intentionally do a bad job” is something that would be extremely challenging to convince the artists, developers, modelers, etc, to do. It definitely wouldn’t be a good company to work at if they demanded that.
I think it’s much more likely that your aesthetic is just simpler than most people, in the sense that you like less decoration than many, so while most folks think “ooh, cute widgetty bit”, you think “ugh, why spoil the clean lines?”
One man’s ugly is another man’s beauty. I think your theory is as misplaced as the spelling of the word that could be considered rude.

I attribute the weirdly placed dinglydooper things to be gratuitous attempts at ostentation and ornate design. That would make them attempts to enhance the attractiveness of items rather than detract. I observe that trend in multiple MMO’s which feature cosmetics. WoW shoulder armor comes to mind. Why anyone would think that ostentatious is better is a mystery to me, but I am apparently unlike the mainstream in that regard — or at least unlike what the average MMO graphics designer thinks are mainstream tastes.
A much more realistic result of an intentionally flawed aesthetic design is lower sales, as people are often quite regarding before buying stuff. I very much doubt it’s A-net’s goal to sell less gem items.
