Why are you allowed to put up something for sale that is less than the minimum amount people can sell to you for, based on the items value and taxes?

Just as it stops us from selling to you at a price below a certain point, you should not be allowed to ask for a price below that.

You cannot put anything up for sale that is less than vendor price + ~18%, i.e. the value you’d get from the vendor + 1 copper, after taking fees into account. Similarly, you cannot offer to buy an item for less than that price.

This wasn’t true at launch — you could offer 1 copper. People were, unfortunately, foolish enough to accept such offers so a “floor” was added: initially it was vendor price + 1c and later to vendor + ~18% (i.e. minimum for 1c profit, including fees).

However, all the existing buy orders remained on the TP, even though owners will not be able to sell to such buy offers. ANet removed the vast majority of those unfulfillable offers a while back, but perhaps 5-10% remained. (which means: there are still a lot of such low ball offers)

tl;dr you aren’t able to sell for an amount that would force you to earn less than what a vendor would offer.

I guess I’m seeing old ones that aren’t cleared out. They are usually those green armor runes that sell for nothing. Seems like there are always a few when you go to throw them on the TP (just to get them out of your inventory, and you aren’t near a vendor, but…money), rather than some defaulting to the right side lowest offer, it defaults to the highest bid, which you can’t even accidentally pick (though, 1 copper on like 9 wouldn’t matter much).
