Hello! I was just wondering if there is any chance for Anet to introduce this skin again on the gem store? I’m kinda new to the game and I don’t really know if Anet puts the same gem items twice on the store.

Yes Anet do put the same items in the store from time to time. Belinda’s Greatsword has been listed in the gem store at least twice already. I expect it to return someday. But it might be a while.
